A group of elite investigators, led by the capable and efficient Chief Investigator Yip Kwok-ying (Monica Chan), uphold social justice and combat corruption. They include the shrewd and experienced Senior Investigator Lian Zhigang (Cheung Siu-fai); Fong Cheuk-man (Louis Koo), who joined the ICAC right after graduating from university; the cheerful and straightforward Kan Ming-fai (Fennie Yuen); the orphan Law Ka-kit (Ho Po-sang); and the simple-minded and helpful Lau Chi-shan (Cheung Yuk-shan). Each with their own expertise, they have repeatedly achieved remarkable success, solving numerous cases, including police officers protecting prostitution activities in apartments, real estate developers colluding with agents for insider buying, firefighter corruption, and illegal arms dealing.

Officially, they excel in their duties and work tirelessly to solve cases. Privately, they also enjoy a harmonious relationship. Man and Fai fall in love after spending so much time together, while Gang and Ying secretly develop a delicate, clandestine romance. Jay and Shan were already a well-known couple since their school days, but Jay felt inferior because Shan came from a wealthy family. He then forced himself to pursue designer clothes and drive luxury sports cars, leading to financial difficulties. Ultimately, due to a moment of greed, he violated professional ethics and was dismissed by the Independent Commission Against Corruption (ICAC). From then on, he engaged in illegal activities with gangsters, becoming enemies with Man and others.
